Effect

It increases the amount of time required to recover equilibrium after using it. The formula is something like (EQ Cost*2)-0.25, assuming no bonuses to equilibrium recovery from statpacks or artifacts.

Confusion will also prevent the victim from using CONCENTRATE.

Confusion also has a chance of stopping certain skills from working. (i.e. Decay, Secrete)

Trying to CONCENTRATE	You are too confused to concentrate properly.
Stopping a skill	You become confused as to what you are doing and stop.
