Raids

Alas, raiding is but a mere legend in the history of Aetolia.
Raiding occurs when a certain number of people enter a city and beat the guards to hell and back. Usually Raids take place when the attacking party grossly outnumbers the defenders, so that the city they are attacking is least able to defend itself.
Back in the day, citizens used to get killed simply because they defended a city from raiders. This meant the raiders (who are usually combat-savvy) could essentially plow into a city and fight the defenders (usually less combat-savvy) and then attack them later once the raid was over.
Now, those who brave combat can only fight those actively defending the city they are raiding. Defenders may hunt the raiders at any time, though raiders are forbidden from killing defenders once the raid has ended. Guards were beefed up and immune to critical hits. Cities are now essentially giant impregnable fortresses, and since there are no real consequences from being raided, citizens just started to ignore raids instead. This caused certain players to leave Aetolia.
The cities on the life side of Aetolia's conflict, Ashtan, Enorian and Duiran, have a reputation for being utterly incapable of handling raids. It comes across naturally, though. Ashtan is just a floating piece of driftwood, while Duiran loves sexing up their trees and Enorian is too self-righteous to bother.
